The Ministry of Justice is the state body responsible for compensation of victims, State legal aid and has a specific department responsible for protection of victims of terrorist crimes.

- is responsible for the processing, management and proposal for resolution of cases of aid and compensation to those affected by terrorist offences
- provides information to victims of terrorism on the procedures in place for applying for public assistance

The 11-M Association of Victims of Terrorism has as its main objective to lobby for better provision of medical, psychological, social and legal aid for the victims of the terrorist act in Madrid of 11 March 2004.
