Information on the publishing of official announcements online by EU countries

An official announcement is the publication of official judicial and governmental announcements which are not of a legislative nature or do not in any other sense contain binding rules, and which are published in electronic form in State Gazettes and/or Official Journals.

Many EU countries make their official announcements available online. However, the legal frameworks and practices affecting how this is done varies between countries. In order to assist in making these publications more accessible this section collects the information on how each EU country publishes their official announcements online

The basis search is by the organisation that has issued the document (Ministry of Justice, courts, Public Prosecutor’s offices).
On the notice board of a particular court it is then possible to search by subject matter, publication date, file reference.

As of which date are official announcements available in electronic format?

The InfoDeska application contains documents published after 1 January 2009.

Can searches be saved and notifications sent when criteria are met?

Yes, in Moje InfoDeska (My InfoBoard) it is possible to subscribe to e-mail alerts for new documents.

Official announcements are not freely available as open data.

Official announcements are inserted into Statstidende and published at Link opens in new windowhttps://statstidende.dk/.

Until 14 October 2005 Statstidende was also published on paper.

Which types of announcements are published?

Specific compulsory announcements with legal effect for citizens, undertakings and authorities, as well as certain non-compulsory announcements, are published in Statstidende.
Among other things, announcements concerning estates of deceased persons (e.g. advertisement for creditors), estates in bankruptcy (e.g. bankruptcy orders), company reorganisations, writs and similar court summonses, sales by order of a court and elections and referendums are published.

From which organisation(s) are announcements published?

Announcements from courts, lawyers, public institutions and private undertakings are published.

Is access to the official announcements free of charge?

Access to both one-off and permanent searches is free of charge (see below).

As of which date were the official announcements available in electronic format?

Statstidende has been published electronically since 2000. As of 15 October 2005 Statstidende is published only in electronic form.

Can searches be saved and notifications sent when criteria are met?

Permanent searches can be set up. This is free of charge, but requires registration as a user.
It is also possible to subscribe to the day's pdf version of Statstidende. On days on which Statstidende is published, an e-mail will therefore be received with the day's Statstidende in pdf format.

Are the official announcements freely available as open data? If so, where can the repository and/or technical information be found?

Open data is available to everyone through REST search at Link opens in new windowhttps://statstidende.dk. Work on a technical enhancement of Statstidende is currently under way. In this connection, consideration is being given to whether this option should continue to be provided.

On which website(s) are official announcements published?

Since Germany is a federal state, the Länder arrange the publication of their own official announcements. They have created their own websites for this purpose. The links to some of these can be found on the Link opens in new windowJustice Portal of the Federal Government and the Länder (Justizportal des Bundes und der Länder). The information below relates solely to publications by the federal government.

Federal Gazette Legal regulations, other official announcements, tenders, guidelines and judicial notices. The judicial notices comprise court publications concerning the litigation register under the Capital Investors’ Test Cases Act (Kapitalanleger-Musterverfahrensgesetz), public notifications, criminal cases, summons of persons and calls for documents, debarment rulings, securities cancellations and other decisions, summons of third parties, bankruptcies, insolvency proceedings and the register of anonymous and pseudonymous works.
Federal Tax Gazette Tax-related legal provisions and administrative orders, rulings by the Federal Fiscal Court.

On which website(s) are official announcements published?

Important public announcements are published on the website of the official publication Ametlikud Teadaanded (Official Announcements). In some cases, legislation also requires the publication of announcements in newspapers.

The official online publication Ametlikud Teadaanded has been published only in electronic format since 1 July 2003. It is also a database incorporated into the State Information System. Ametlikud Teadaanded is available to all free of charge at Link opens in new windowhttps://www.ametlikudteadaanded.ee/.

Which types of announcements are published?

Notices, invitations and announcements which must be published by law or according to a regulation of the Government of the Republic or ministerial regulation.

Two types of announcements are published in Ametlikud Teadaanded:

  1. announcements intended to inform a particular person and which, for privacy purposes, must not be reusable. Such announcements are subject to time limits of publication in Ametlikud Teadaanded and to restrictions on access after discontinuation of publication. Reusability requirements do not apply to such announcements;
  2. announcements intended to inform everybody and which should be reusable in a machine-readable format.

From which organisation(s) are announcements published?

Announcements required for the performance of the functions of State and local authorities and representatives of liberal professions (e.g. notaries, bailiffs) are published in Ametlikud Teadaanded. Announcements of private legal entities which must be published by law and which are published for public interest purposes, i.e. which are intended to inform the general public (e.g. division and dissolution of companies), are also published.

Is access to the official announcements free of charge?

Access to all announcements published in Ametlikud Teadaanded is free of charge.

A State fee must be paid in order to publish an announcement in the interests of a private individual, for example, a notice of the loss of a document.

What types of searches can be made?

Published announcements can be searched by type, title, publisher and area of influence or using the full text search function.

The ‘My Official Announcements’ (Minu Ametlikud Teadaanded) service enables a person to subscribe to receive various types of announcements at their e-mail address and to view archived announcements regarding themselves, the publication of which has been discontinued. Publication of an announcement intended for a particular person is discontinued and the announcement is archived when publication has served its purpose. Publication of this type of announcement is also discontinued when the person confirms receipt of the announcement with their ID card, using the service ‘My Official Announcements’.

As of which date were the official announcements available in electronic format?

1 July 2003. The Ametlikud Teadaanded website also includes announcements published earlier on paper and intended to inform the general public.

Can searches be saved and notifications sent when criteria are met?

A person can subscribe to receive all announcements by e-mail and save announcements by using the ‘My Official Announcements’ service. Using the ‘My Official Announcements’ service requires authentication with the person’s ID card or mobile ID. The ‘My Official Announcements’ service enables a person to view archived Ametlikud Teadaanded announcements concerning themselves and see who else has read archived announcements concerning them.

It is also possible to use URIs to search for and retrieve announcements in Ametlikud Teadaanded. The uniqueness of a URI depends on how many URI components are used. A URI can be used to open one or more published announcements in HTML format, which is similar to a search result, or as an XML or XML-RDF file.

Announcement URIs make it possible to open publicly available announcements which are not intended to be made known to a particular person and the publication of which has not been discontinued.

To use a URI, a web address corresponding to the publication data of the announcement of interest must be created.

Are the official announcements freely available as open data? If so, where can the repository and/or technical information be found?

Announcements which are not intended to be made known to particular natural persons, i.e. announcements intended as information for the general public, are available as open data. Announcements which are no longer published and which have been archived are not available as open data.

Open data are downloadable in real time as URIs. The uniqueness of a URI depends on how many URI components are used. A URI can be used to open one or more published announcements in HTML format, which is similar to a search result, or as an XML or XML-RDF file. To use a URI, a web address corresponding to the publication data of the announcement of interest must be created.

Iris Oifigiúil

Iris Oifigiúil is the official means used by the Irish Government for announcing appointments to public offices and publishing proclamations, statutory instruments, appointment of receivers to companies, etc.

Prima Facie evidence of any proclamation, order, rule, regulation, bye-law, or other official document may be given in any legal proceedings by production of a copy of the Iris purported to contain such matter (Documentary Evidence Act 1925 ss.3-4). Notices in relation to many matters concerning companies must be published in the Iris within six weeks of the delivery to the Registrar of Companies. (S I No 163 of 1973; Companies Amendment Act 1983 s.55).

National Printing Office: The material published in the Government Gazette is laid down in Article 7 of Law 3469/2006, as in force.

Transparency: All the laws, presidential decrees and acts that must be published on the internet are laid down in Article 2 of Law 3861/2010, as in force.

Supreme Court: Civil and criminal court judgments delivered in or after 2007 are searchable online.

Council of State: Administrative court judgments are searchable online.

Announcements regarding public procurement, e-auctions, concessions, competitions, job vacancies, notifications on companies, announcements by chambers, decisions on the initiation of bankruptcy and shortened bankruptcy proceedings, decisions on legal incapacity, liquidations, judicial and notary public announcements, entries in a court register, etc. are published on the e-Notice board.

  • Narodne novine d.d. (the Official Gazette of the Republic of Croatia);
  • The e-Notice board of the Ministry of Justice also features different decisions made by courts and other competent authorities in bankruptcy proceedings (decisions on the initiation of bankruptcy proceedings, calls for hearings); the Ministry of Justice is competent for maintaining the IT system necessary for the functioning of the e-Notice board;

It is possible to search the websites of the Official Gazette of the Republic of Croatia using a term, date of announcement, type of announcement or specific area of announcement (e.g. exchange rate);

It is possible to search the e-Notice board using a file mark, a copy name, the subject that the advertisement refers to or a PIN.

As of which date were the official announcements available in electronic format?

Announcements in electronic form have been published since January 2014 on the website of the Official Gazette of the Republic of Croatia.

The e-Notice board software application was established, i.e. commissioned on 1 November 2014.

Can searches be saved and notifications sent when criteria are met?

The Official Gazette of the Republic of Croatia has established a notification system for public announcements which refer to public procurement procedures (Electronic public procurement announcement tool) – the notifications for end users are sent to the email address or to a personalised electronic mailbox.

No user notification system has been established for announcements which are published on the e-Notice board. The exceptions are the Tax Administration (Porezna uprava) and the Financial Agency (Financijska agencija; FINA), for which the Ministry of Justice has established a web service through which those institutions can download data from the e-Notice board (several times) daily.

The official announcements are not available as open data.

The information on this page concerns the official announcements issued by public institutions (notices, procedural acts etc.), which are not legislative in nature or which do not establish generally applicable obligations, but which are published in the Official Gazette of Romania or in other publications, and are available online in electronic form, in accordance with the applicable law. Thus, neither legislative acts nor court judgments are considered, except for those which must be published in order to acquire a certain legal effect (e.g. insolvency-related court judgments).

II. The National Trade Register (ONRC)

a) Before they start their economic activity, professionals have the obligation to apply for registration/listing in the trade register, and during their operation of business or upon termination of business, they must request the addition of notes to the trade register as regards the acts and facts the registration of which is required by the law.

Registration in the trade register means legal publication by ONRC: the records, data and registered acts have effect vis-à-vis third parties as from their registration date or publication in the Official Gazette of Romania or on the website/services portal of ONRC under the law.

Registration and notes have effect vis-à-vis third parties as from their entry to the trade register or publication in the Official Gazette of Romania, Part IV or VII, or in another publication, where otherwise provided for by the law.

b) ONRC also publishes the Insolvency Bulletin in electronic format: the section which provides the public service for the service of documents to parties, the communication of judgments, the convocation and notification of procedural acts issued by courts/insolvency administrators/court-appointed liquidators/other authorised persons under the insolvency proceedings in accordance with Law No 85/2014 on insolvency preventing procedures and insolvency proceedings, as subsequently amended and supplemented, and the section “Debtors - natural persons with obligations not arising from the operation of business” (Debitori - persoane fizice cu obligații ce nu decurg din exploatarea unei întreprinderi) in accordance with Law No 151/2015 on insolvency proceedings for natural persons.

For professionals covered by Law No 85/2014 on insolvency preventing procedures and insolvency proceedings, as subsequently amended and supplemented, the procedural acts served/sent by courts, insolvency practitioners (insolvency administrators/court-appointed liquidators), and by other authorised persons under the law are published in the Insolvency Bulletin, a publication available on the Link opens in new windowonline services portal of ONRC.

The judgment ascertaining the debtor’s (professional’s) reorganisation plan, as a procedural acts, under Law No 85/2014 on insolvency preventing procedures and insolvency proceedings, as subsequently amended and supplemented, is published in Part IV of the Official Gazette of Romania.

For natural persons covered by Law No 151/2015 on insolvency proceedings for natural persons, the procedural acts served/delivered by the insolvency board, the procedural administrator, the liquidator and the court authorities are published in the section “Debtors - natural persons with obligations not arising from the operation of a business” of the Insolvency Bulletin, a publication available on the website Link opens in new windowhttp://www.bpi.ro/.

III. The Courts Portal

Link opens in new windowThe Courts Portal is administered by the Ministry of Justice. Each court in Romania has a website on this portal. The information on these websites is entered and maintained directly by the court staff, except for the information about cases and meetings, which is automatically taken from the electronic case management system used at court level.

Which types of announcements are published?

I. The Official Gazette of Romania

In terms of official announcements, in accordance with Law No 202 of 9 November 1998 on the organisation of the Official Gazette of Romania, as republished:

  • The following are published in Part III, on grounds of legal provisions: legal acts, documents, notifications, announcements and others alike (e.g. staff recruitment announcements; competitions for public job vacancies; judgments concerning the cancellation of the bill of exchange/cheque; the regular activity report of public authorities; notices on the entry competition for the National Magistracy Institute (Institutul Național al Magistraturii), the competence examination for magistrates and the list of vacancies for magistrates; the notice for competition for assistant magistrate job vacancies at the High Court of Cassation and Justice etc.);
  • On grounds of legal provisions, legal acts, which concern economic operators and other categories of legal persons, as well as other acts established under legal provisions, are published in Part IV (e.g. the decision for recognition in Romania of foreign non-profit legal persons; judgments approving the modification of the political party statute; the tribunal's decision to initiate bankruptcy proceedings; the auction notices for sale of goods; the end of the validity period of the authorisation of a credit institution and the decision of the National Bank of Romania to withdraw the authorisation; the decisions of the general director of the Romanian Copyright Office to withdraw or suspend the registration certificate etc.)

  • On grounds of legal provisions, legal acts concerning cooperatives and other categories of legal persons established by cooperatives, and other acts related to cooperation, as established under legal provisions (e.g. the delegate judge’s conclusion for registration of the cooperative in the trade register, the liquidators’ designation act, and any other act which might bring changes to their personality etc.) are published in Part VII.

II. The National Trade Register (ONRC)

a) With regard to professionals registered in the Trade Register:

  • court decisions ruling on dissolution (in Part IV of the Official Gazette of Romania and on the website of the National Trade Register or on its online services portal);
  • liquidator designation resolutions under Article 237(6) of Law No 31/1990 on companies (on the website of the National Trade Register and on its online services portal);
  • merger/break-up projects (in Part IV of the Official Gazette of Romania or, at the applicant’s choice, on the own website of the company and, in this case, the trade register where the company is registered will publish the merger or break-up project on its own website free of charge);
  • the resolutions rejecting the registration application and the registrations not resulting in the amendment of the instrument of incorporation (on the website of the National Trade Register or on its online services portal);

III. The Courts Portal

In accordance with Article 167 of the Coded of Civil Procedure (Law No 134/2010), when the claimant alleges, on a reasoned basis, that, although they had done everything they could, they could not find out the defendant’s domicile or another place where the latter could be served under the law, the court will be able to approve the service of documents with regard to that defendant by publicity. The service by publicity consists in displaying the writ of summons on the court’s door, on the portal of the competent court and at the last known domicile of the person served. Where it deems necessary, the court will order and publish the writ of summons in the Official Gazette of Romania or in a widespread central newspaper.

II. The National Trade Register (ONRC)

a) In regard to the professionals registered in the Trade Register, searches may be performed according to one or a maximum combination of the following search criteria:

  • Trade register number
  • County
  • Company name
  • Publication date
  • Tax code
  • Balance sheet year

b) With regard to the debtors under the insolvency proceedings, the searches may be performed in the Section “Insolvency Bulletin (BPI) Online Services” (Servicii online BPI), in the sub-sections “Persons published in BPI” (Persoane publicate in BPI) and “BPI Number Summary” (Sumar număr BPI), by using the following selection criteria:

  • the person published in BPI;
  • the bulletin number;
  • the case number;
  • the tax registration number;
  • registered business number;

Writs of summons may be searched on the Courts Portal by the name (forename and name or just one of these elements) of the summoned party.

Courts’ official noticeboards are used to publish announcements concerning the scheduling of a court’s activities, public announcements of judgments, notices of service, notices of the service of documents, resolutions of the Supreme Court of the Slovak Republic, notifications concerning final reports, notices announcing the commencement of enforcement, orders cancelling bankruptcy proceedings, notices of appeals lodged, orders accepting articles on deposit, and orders on the reversion of deposits to the state.

The announcement register is updated with information about announcements based on decisions by courts or authorities concerning:

  1. public summons notified by a district court;
  2. mergers of foundations notified by a district court;
  3. mergers, demergers or divisions of funds of a limited company, or other measure or decision referred to in the legislation on communities and foundations, which must be announced in the Official Gazette; or
  4. bailiff's announcements.

The Official Gazette publishes the notifications, announcements and other documents that are required to be published in the Official Gazette by an act, decree or other decision issued by a lower court.
